Due to the even frame pacing on a stream you don't need 60fps to make it look smooth and at the same time, you get more bits per pixel (or frame) which will result in a overall higher quality stream. In your case ... Webthe reason 6kbit is recommended is that it's the max bit rate, and 1080p is the max resolution. It would be 10kbit, if it were allowed. But your math is useful: instead of spreading 6kbit out over 1080p/60, when you reduce the resolution, and continue to use the max bitrate, you have more detail information getting to each frame. So, 936p @ 6kbit.
